The Joint Committee on Accounts and Claims considers the merits of claims brought against the state. The rules of the House of Representatives states that "All claims against the state in the amount of one thousand dollars ($1000.00) or less shall be presented in omnibus bills and shall be an order of introduction only on the last legislative day of each week." (Rhode Island Manual, 1989-1990, p. 475).

The General Assembly Joint Committee on Accounts and Claims records consist of claimant files arranged by bill number or alphabetically by claimant’s name. Claimants’ files include correspondence, color photographs (some Polaroid), estimates of damage, police reports, and other paperwork and forms JCAC form Report of Loss) required for consideration of claim. The records also include invoice vouchers that authorize payment of claim; affidavits/releases to make payments on the claim (some are original and signed, others are copies); copies of resolutions submitted by legislators on behalf of claimants/constituents (copies are sometimes in claimant files); joint resolutions/omnibus legislation that consolidates all claims into one piece of legislation; correspondence/response from committee to claimant per RIGL 22-7-4 and meeting files of the Joint Committee on Accounts and Claims that include copies of meeting notices, copies of individual resolutions and omnibus bills.
