Series I, Correspondence, 1973-2000, consists of letters and memoranda sent and received. Some of the major correspondents were President Gerald Ford, Paul McCloskey Jr., General M. R. Thurman, and the University of Wales and the U.S. Naval Institute. Topics discussed include sea power, maritime and shipping initiatives, maritime policy, merchant marine policy, and the Panama Canal treaties
Series II. Writings
Series II, Writings, 1972-1995, includes published and unpublished articles by Gibson on the energy crisis, the United Nations, Desert Shield and strategic sealift, commercial ships, American shipping, rebuilding the merchant marine, and writings by others on the merchant marine, the American flag liner industry, a maritime strategy for the 80s, ship building, and ship building management.

Series III, Speeches, 1969-1986, contain the speeches given by Gibson when he was Maritime Administrator and Assistant Secretary for Maritime Affairs, 1969-1972, and speeches on maritime topics given in the 1980s. President Ronald Reagan’s speech to the National Maritime Union in 1980 is located here.
Series IV. Subject Files
Series IV, Subject Files, 1965-2000, contains correspondence and supporting material on the maritime academies, the Panama Canal Treaties of 1977, the Panamanian Election of 1989, military sealift, national airlift policy, ship financing, and shipping.
